Board

Shine Bright EYM is overseen by a Board of Management who serve on a volunteer basis. The Board is made up of carefully selected community members who bring key skills to support Shine Bright EYM such as finance, strategic planning, early childhood education and information technology knowledge. Each Board member is required to operate in Shine Bright EYM’s best interests, holding the core values and purpose, vision and mission statements as heartfelt aims.

David is a partner at local accounting firm RSD Chartered Accountants. David has been working in public practice for the past 16 years, where he works predominately with businesses as a strategic taxation and accounting advisor. David is committed to making a difference in the community by applying his skills for the benefit of volunteer and not for profit organisations within the community. David believes strongly that education will shape the future for our next generations, and a great kindergarten experience will be key to our children’s success in future years. In addition to Shine Bright EYM, David is also a member of the Maiden Gully Primary School Council, and is a director of the Bendigo Business Council.

Pam, who is now retired, joined the Shine Bright EYM Board in 2012 upon returning to Bendigo after spending 12 years in Queensland. Her career spanned 30 years in Local Government and her roles focused on the community, corporate and business areas spending over 20 years with the City of Greater Bendigo. The remainder was spent in Queensland with the Maroochy Council as General Manager Corporate and Community Strategy and Director Lifestyle and Environment with Pine Rivers Council. Pam has always had a passion for the wellbeing of children and hopes that any contribution she can make to the Shine Bright EYM Board will be reflected in the quality of life for kindergarten children in the region.

Marc Blancs

Marc is a Senior Project Officer for the Department of Education and Training, working in the Learning and Teaching Division.  He has experience as teacher and leader in both the primary and secondary school context and worked as a consultant and adviser for the Regional and Central offices.  Alongside this he has experience in teaching pre-service teachers at the tertiary level.  Marc is a proud supporter and advocate for the opportunities that the provision of high quality education can provide for children and the communities in which they live.

Russell Barnier

Russell Barnier is a commercial lawyer, admitted to practice as a barrister and solicitor in Melbourne.  Following articles at a major city law firm, he entered the corporate arena and commenced practice as in-house counsel.

What followed was a career that began as a corporate lawyer then company secretary to a major Australian bank.  That role was followed by 10 years as general counsel and corporate secretary to a major health care network in Melbourne.

Following a consulting position where corporate and governance advice and guidance was provided to organisations across many business sectors, a preference for a country lifestyle was developed through a three year contract position as general counsel and corporate secretary to a major government services authority in regional Victoria.

Living in Bendigo now for just over four years, his legal practice was formed three years ago to provide the Bendigo business community with quality corporate legal advice and assistance in developing practical internal governance procedures that enhance business performance and transparency at all levels from Boardroom to shop floor.
